Sec. 4-11 — Hogs, goats, pigs; keeping
(a) The keeping of hogs, goats or pigs within any area of the urban county except those zoned agricultural is hereby prohibited and declared to be unlawful. This prohibition shall not apply to:
(1) Goats commonly known as pygmy, dwarf, or miniature which are no larger than 24 inches at the withers. Males must be neutered by 6 months of age.
(2) Pigs commonly known as pot belly or miniature which are no larger than 22 inches at the withers and weigh no more than 160 pounds. No more than two pigs may be kept at a single residence and females must be spayed and males neutered by 6 months of age.
(b) A violation of the provisions of this section shall subject the offender to a fine of five dollars ($5.00) and each day such violation shall continue shall be deemed a separate offense.

I’m definitely on the side of free market when it comes to government regulation of private property, but even I have to say these are as reasonable as it gets!
If I read this correctly: there is NO limit as to the number of goats allowed nor regulation of offspring of the goats. As there IS a negative reproduction of the potbelly pigs! nor any mention of tagging, licenes required, vacinations required, fencing requirements, or other animal controll issues.
